The Global Torture Index is a data-driven tool developed by the World Organisation Against Torture (OMCT) that annually assesses the risk of torture and ill-treatment across countries. Now in its second edition, the Index covers 38 countries and scores each one across seven thematic pillars, highlighting systemic issues and progress to support advocacy strategies and accountability. The interactive map presents country-by-country data, enabling users to:
- Explore each country’s score across thematic areas
- Identify patterns and systemic issues
- Access data to support evidence-based advocacy and litigation.
HURIDOCS worked with OMCT to build the information management system behind the Index, using Uwazi to structure and organise data across countries. As part of the technical assessment process, HURIDOCS developed machine learning tools to automatically evaluate 310 reports containing approximately 60,000 paragraphs, processing around 30 million question-to-paragraph comparisons. This made it possible to identify relevant findings at a scale that would not have been achievable through manual review alone.
